Overview of Project

The Chippewa Cree Tribe of the Rocky Boy's Reservation and the State of Montana, through the Reserved Water Right Commission, negotiated a settlement of the Tribe's Water Rights Claims. The Compact, ratified by the 1997 Montana Legislature and signed by President Clinton in December of 1999, provided a water allocation to the Tribe from Lake Elwell, also known as Tiber Reservoir, south of Chester.

The importation of this water to the Rocky Boy's Reservation will involve the construction of a treatment plant, intake structure and approximately 50 miles of pipeline from Tiber Reservoir to the Reservation. Construction of the water treatment plant at Tiber Reservoir is intended to maximize the potential service area.

The system is comprised of a Core and Non-Core systems. The Core system is the intake, reservoirs, treatment plant, pumping plants and transmission pipeline from Lake Elwell to the communities within the Rocky Boy's Reservation. The Non-Core system is the storage, pumping and pipeline facilities from the Core System to the Participating Systems, which include communities, rural water districts, Hutterite colonies, and other rural users within Toole, Liberty, eastern Pondera, western Hill, northern Chouteau, and extreme northeastern Teton Counties in north central Montana. Facts and Figures

  • Population to be Served: According to 1995 figures, approximately 18,000 people; with an estimated 30,000 people at the end of 50 years
  • Intake: In the area of Tiber Dam, within Lake Elwell on the Marias River
  • Treatment Plant: 20-million-gallon-per-day-capacity plant to be located adjacent to Tiber Dam in southwestern Liberty County
  • Distribution System: 450 miles of transmission pipeline, which will connect with existing water supply mains which will range from 4 inches to 30 inches in diameter
  • Timeline: Construction of the project, which began in August 2006, is expected to take 10 years, at a minimum, depending on federal funding levels
  • Authorization: The 107th Congress (Public Law 107-331) authorized the Rocky Boy's Rural Water System

Directions from Chester, Mt. - From US 2 (Washington Ave.) turn south on Hwy 223 (5th St. W). Continue south for 10.3 miles. Turn right onto unmarked road and continue for 5 miles. Turn let on Tiber Road heading south for 2.5 miles. Turn right onto SR 366. The Tiber Site construction yard is on the right.
